The Scandal Ending Explained: What Happened to Cho Won?

Netflix’s The Scandal spends much of its eight episodes turning romance into a contest of control. Lady Cho believes she can manipulate desire without becoming vulnerable to it, while Cho Won initially approaches Hui-yeon as another challenge in a life shaped by pride and longing.

By the finale, however, their wager has created consequences that neither of them can fully contain. Episode 8 brings the triangle to its breaking point as Hui-yeon’s future, Lady Cho’s reputation and Cho Won’s next move become tied to the same deception.

Why Does Cho Won Leave Hui-yeon?

Cho Won initially intends to escape with Hui-yeon. Their relationship is no longer the performance it was at the beginning of the wager, and Hui-yeon makes it clear that she wants to build a life with him rather than remain trapped by the expectations placed upon her.

The problem is Lady Cho’s plan. Hui-yeon’s family is pursuing a Memorial Gate of Chastity, while the authorities expect an explanation for her disappearance. Lady Cho prepares a false account claiming that Hui-yeon was swept away near Hwaseong during severe weather.

Once that story becomes officially accepted, Hui-yeon would effectively be forced to live outside her former identity. Cho Won also realizes that simply leaving with her would not erase the consequences of deceiving the royal court.

His solution is deliberately painful. Cho Won tells Hui-yeon the truth about how their relationship began and admits that her chastity was originally part of a wager involving Lady Cho.

Hui-yeon is devastated, but the confession achieves what Cho Won intends. Instead of continuing to tie her future to him, she becomes angry enough to walk away and choose a life on her own terms.

Why Does the King Spare Cho Won?

Cho Won eventually presents Lady Cho’s fabricated account to the King. According to the story, a witness supposedly saw Hui-yeon disappear near floodwaters after days of heavy rain.

The King already knows that the account cannot be accurate. Hwaseong is an important royal project, and he receives detailed information about conditions there. He knows the severe weather described in the story never occurred.

Rather than immediately imposing the harshest possible punishment, the King confronts Cho Won privately. Their previous friendship ultimately works in Cho Won’s favor, although the King makes it clear that their relationship is finished and orders him never to appear before him again.

Cho Won leaves the palace alive, but nearly every connection that once defined his life has been broken.

What Happens to Cho Won on the Boat?

Cho Won eventually heads toward Yanjing alone. He had originally planned to leave with someone else, but by the time he reaches the boat, that future has disappeared.

During the crossing, the boatman notices that Cho Won does not behave like someone eager for a new beginning. He even offers to turn around, but Cho Won makes clear that he no longer feels there is anywhere for him to return to.

Soon afterward, Cho Won enters the river and is not seen again. The series deliberately avoids showing what happens after that moment, leaving his fate uncertain rather than giving viewers a definitive answer.

That ambiguity becomes important during the later time jump. Cho Won’s former servants still do not know what became of him, and one of them even suggests searching for him while travelling to Hanyang.

Before leaving, Cho Won had also arranged their freedom and provided money so they could begin new lives. His actions suggest that he knew he might not return to his old home again.

Why Do the Final Letters Matter?

The closing scenes make Cho Won’s disappearance even more mysterious. Lady Cho eventually visits his former residence during winter and learns that letters continue to arrive for him.

Those letters do not prove that Cho Won is secretly communicating with anyone. Instead, their continued arrival reinforces the sense that his story has never been fully resolved.

Lady Cho clearly holds onto that uncertainty. Alone inside the house, she thinks about what might have happened if she had once accepted Cho Won’s offer to abandon everything and leave with him.

The final sequence therefore leaves her with questions rather than closure. She remains in the world she once refused to leave, while Cho Won has disappeared beyond her reach.

Is Cho Won Still Alive at the End of The Scandal?

The Scandal intentionally does not provide a definitive answer. Cho Won enters the river, disappears and never openly returns, but the series also avoids providing conclusive evidence about what happened afterward.

The uncertainty is reinforced by the people who continue wondering where he went. His former servants still consider searching for him, while Lady Cho quietly imagines the possibility that he may be living somewhere far away.

That ambiguity also gives the Netflix version a different emotional ending from some earlier adaptations of Dangerous Liaisons. Instead of resolving Cho Won’s story completely, The Scandal leaves him suspended between disappearance and escape.

For Lady Cho, the uncertainty becomes part of her final punishment. She retains her position and survives the scandal, but she can never know whether the man who understood her best is gone forever or simply chose a life in which she no longer has a place.
