CBS expands the “NCIS” universe again with “NCIS: New York,” but its series premiere wisely relies on a familiar face to introduce an otherwise new corner of the franchise. LL COOL J returns as Sam Hanna, the veteran agent viewers followed for years on “NCIS: Los Angeles,” and his arrival in New York is much more personal than an ordinary reassignment. Sam comes home because someone he has known for most of his life, Navy reservist Jack Halloway, has died under circumstances that do not make sense to him.
The premiere also introduces Scott Caan’s Nick Schaeffer, Sam’s new partner and another lifelong New Yorker. Their investigation gradually opens the door to the show’s larger ensemble, including Jennifer Beals as Robyn Wells, Jacqueline Byers as Addy Ross, Shane Harper as Wyatt Sellers and Devin Druid as tech specialist Sean Sullivan. By the end of the hour, the Jack Halloway case has done more than bring Sam back to the city. It gives him a reason to consider staying.

Why Does Sam Hanna Return to New York?
When the episode begins, Sam is still operating far away from home. He is in Dubai dealing with an assignment when he notices repeated calls from Jack Halloway. Sam cannot answer immediately, and by the time he attempts to return the call, Jack has already been found in Central Park.
That missed connection hangs over Sam once he reaches New York. Jack was not simply another Navy contact. Sam had served with Jack’s father and had known Jack since he was young, giving him a personal investment in understanding what happened.
Local authorities initially see no reason to treat the circumstances as suspicious. Sam disagrees almost immediately. Years of field experience tell him that something about the situation does not fit, and Assistant Special Agent in Charge Robyn Wells allows him to become involved in the investigation.
Robyn pairs him with Nick Schaeffer, an agent whose personality is considerably more relaxed than Sam’s. Their first interactions establish the show’s central partnership quickly. Both men are experienced, confident and deeply connected to New York, but they approach people and problems in noticeably different ways.
Jimmy Palmer Helps Confirm Sam’s Suspicions
The investigation receives an assist from a familiar member of the larger “NCIS” family when Jimmy Palmer appears remotely. Brian Dietzen’s cameo provides an immediate connection between the new spinoff and the flagship series without taking attention away from the New York characters.
The evidence convinces the investigators that the original explanation for Jack’s passing cannot account for what they have found. Addy and Wyatt also uncover additional evidence at the Central Park scene, making it increasingly clear that someone tried to make Jack’s fate appear much simpler than it really was.
Sam then visits Jack’s wife, Janice. She is expecting a child and is understandably shaken, but she wants answers. Sam’s promise to find the truth makes the investigation personal in a way that the rest of the team immediately understands.

What Was Jack Halloway Hiding on His Tugboat?
Jack worked as a tugboat captain, so Nick begins wondering whether something connected to his job could explain why he became a target. Sam initially resists the suggestion that Jack might have been involved in anything questionable. He knew the man too well to accept that possibility without evidence.
That confidence is tested when Sam and Nick search Jack’s boat. His first mate, Dave, insists that their work was legitimate, but the discovery of thousands of dollars in cash raises an obvious question about what Jack had been doing before his death.
Meanwhile, Sean Sullivan begins putting his considerable technical skills to use. Sean has an unusual place on Robyn’s team because he previously got himself into serious trouble through hacking and is now using those same abilities on the right side of an investigation. Surveillance footage eventually points the team toward Dave, whose connection to the Central Park scene makes him look increasingly suspicious.
Dave, however, is hiding something very different from what Sam and Nick initially suspect.
Was Jack Smuggling People?
The biggest turn in the case comes from footage recorded by an infrared camera aboard the tugboat. Sam and Nick discover that people from a nearby ocean liner had secretly transferred onto Jack’s vessel.
At first, that makes Jack look like a willing participant in a smuggling operation. The full story is more complicated. The people using the tugboat are trained contractors involved in a much larger plan, and Jack had become entangled in their operation rather than secretly running one himself.
Dave eventually admits that he was present around the time Jack died, but he insists that he was not responsible for what happened. He also explains why incriminating cash ended up aboard the boat. The group had pressured him into placing the money there so investigators would believe Jack had been involved in illegal activity.
They had another way of controlling Dave as well. He believed his online girlfriend, Katrina, was being held by the group and cooperated because he thought her safety depended on it. Nick quickly recognizes something Dave has failed to see: Katrina’s online identity is fake, and Dave has been manipulated from the beginning.
What Happened to Jack Halloway?
Jack’s connection to the larger case turns out to be circumstantial. He was not secretly operating a criminal enterprise, and the money found on his tugboat had been planted to damage his reputation and redirect the investigation.
The group behind the operation needed Jack’s vessel as part of its movements around New York. When Jack became a problem for them, they attempted to cover their tracks and create an alternative story about what he had been doing. Dave was then pressured into helping them support that false narrative.
For Sam, proving that distinction matters almost as much as identifying the people responsible. Jack was someone whose character he had defended from the beginning, and the investigation ultimately shows that Sam’s faith in him was justified.
The case also explains the voicemail that brought Sam back to New York. Jack had been trying to reach someone he trusted just before everything went wrong. Sam could not answer at the time, but solving the case becomes his way of completing the conversation they never got to have.
Who Were the Real Targets?
Jack was never the group’s ultimate objective. Their actual target is a young woman studying at NYU whose father is a powerful Russian mining businessman.
The plan revolves around using his daughter as leverage against him. A business rival is behind the effort, with the contractors brought into New York to carry out the operation. Jack and Dave’s tugboat became useful to them because it provided transportation that could attract less attention.
Once the NCIS team understands the larger plan, the investigation shifts from reconstructing what happened to Jack to preventing the group from completing its mission. Sam, Nick and the others trace the operation to an empty nightclub in Bushwick connected to Dave’s family.
The team eventually manages to recover the student safely. More importantly for the series going forward, the operation demonstrates that this newly assembled group can function effectively despite having barely worked together.
Does Sam Hanna Stay in New York?
Yes. The final scenes make Sam’s future clear and complete the real story of the pilot. After the case is resolved, Sam visits Janice and gives her an American flag honoring Jack’s service. It provides emotional closure to the reason Sam came home, but the episode deliberately leaves Sam with a larger decision. He initially treated New York as a temporary stop, expecting to solve Jack’s case and then move on. Nick does not believe him.
During a conversation beneath one of the city’s bridges, Nick encourages Sam to join the New York office permanently. He understands the pull of home because he once tried to escape his own family’s long tradition of public service by working in finance before realizing where he really belonged.
Nick also makes a straightforward professional argument. Sam is one of the best agents in the organization, and Nick wants the opportunity to work alongside him. Sam ultimately agrees.
That decision establishes the status quo for “NCIS: New York.” Jack’s case may be finished, but it has brought Sam back to the city where he grew up and introduced him to a team that needs exactly the kind of experience he carries with him. Instead of functioning as another temporary assignment following the end of “NCIS: Los Angeles” and his time with the Hawaii team, New York becomes Sam Hanna’s new home.
For the premiere, that is the most important ending of all. Sam begins the episode chasing answers for an old friend and ends it choosing what comes next for himself.
