Reacher Season 4 introduces Tomas Waberi in an unusual way. Episode 5 gives viewers his name without showing his face, after Plum discovers that Lila’s financial trail includes a ticket bringing someone from Djibouti to the United States. Episode 6 then shows Lila and Amisha meeting a mysterious man and thanking him with a level of respect that makes him look far more powerful than either woman.

That creates several possibilities. Waberi could be a buyer, another leader in the conspiracy, or someone connected to General Putra’s past. Episode 7, Vote for Sampson, finally brings those scattered clues together and reveals why Lila and Amisha needed him in Philadelphia.

Tomas Waberi Is Part of Lila and Amisha’s Planned Attack

Tomas Waberi is the mysterious man brought from Djibouti to take part in Lila and Amisha’s demonstration of the weapon they plan to sell.

The breakthrough comes after Reacher learns what is really hidden in Anna Merrick’s photograph. Lila and Amisha have gained access to information connected to a highly lethal chemical weapon, and Jacob discovers that they are preparing to auction that information on the dark web. The buyers need proof that the weapon works.

Lila and Amisha, however, have no intention of sacrificing themselves during the demonstration. While trying to determine how they plan to deploy the weapon, Reacher suddenly remembers something Plum discovered several episodes earlier: Lila had paid for someone to fly in from Djibouti. That forgotten travel detail finally gives Tomas Waberi a purpose.

Why Did Lila and Amisha Thank Waberi for His “Selflessness”?

Episode 6 deliberately makes the meeting difficult to understand. Amisha tells the mysterious visitor that it is an honor to meet him and thanks him for his “selflessness.” Their unusually deferential behavior makes it appear that Waberi may be someone above them in the larger conspiracy. Episode 7 flips that interpretation.

The women respect Waberi because he is apparently willing to carry out the dangerous part of their plan himself. They need someone who can enter the target area with the weapon while Lila and Amisha remain safely removed from the attack.

That is what Amisha means when she thanks him for his selflessness. The mysterious man shown in Episode 6 is credited as the “Shadowy Figure,” played by Talijah Levene, while outside coverage had already connected the character to the Tomas Waberi name introduced through Plum’s investigation.

Why Is Tomas Waberi at Sampson’s Fundraiser?

Lila and Amisha need a public demonstration before the dark-web auction, but their choice of location is not purely practical.

Reacher initially assumes they will strike somewhere capable of producing an enormous death toll. He and Tamara consider an outdoor orchestra event and later Philadelphia’s morning traffic. Sampson eventually realizes they have overlooked something personal.

Years earlier, after General Putra used the secret weapon against his political enemies, American forces went after him. Sampson reveals that he was the Delta soldier who actually killed Putra. More importantly, Amisha saw him do it.

Amisha had served in Putra’s special forces and idolized him. Targeting the fundraiser connected to Sampson’s wife therefore allows her to accomplish two things at once: prove the weapon’s effectiveness to potential buyers and take revenge against the man who killed Putra.

That is why Waberi ends up at Penn’s Landing instead of a random crowded location.

How Does Sampson Identify Waberi?

There is one complication: Sampson does not know what Tomas Waberi looks like. Reacher asks Sampson to rely on the behavioral warning signs he learned during his military career. The two run through a list of things to watch for, including unusual clothing, unnatural movement, a concealed bag, nervous behavior, abnormal breathing and extreme focus.

Sampson scans the fundraiser while Reacher races toward the venue. Eventually, he sees someone who matches enough of those signs.

At almost the same moment, the episode returns to Amisha’s meeting with the mysterious man. She thanks him again for what he is about to do, while Sampson tells Reacher that he has found the suspect. The editing finally connects the Episode 5 name, the Episode 6 mystery visitor and the Episode 7 attacker.

Does Tomas Waberi Die in Reacher?

Sampson does not wait for Reacher to reach him. He moves against Waberi himself, tackling him and taking the threat away from the crowd. The device detonates after the confrontation moves into the water, preventing the attack from unfolding in the middle of the fundraiser.

Episode 7 does not provide a clear aftermath for either Waberi or Sampson before cutting away, although Waberi’s function in the larger conspiracy is essentially complete. Current Episode 7 coverage likewise identifies Waberi as the volunteer brought in for Lila and Amisha’s demonstration.

What initially looked like the introduction of another major villain was therefore something much narrower.

Reacher Season 4 mentions Tomas Waberi early because the ticket from Djibouti is a clue hiding in plain sight. Viewers are given his name long before they understand why he matters, and Episode 6 even encourages the wrong assumption by presenting him as someone Lila and Amisha appear to revere.

Episode 7 reveals that the real mystery was never who Waberi commanded. It was what he had agreed to do for them.
