FBI Season 9 opens with an image longtime viewers are not accustomed to seeing: Maggie Bell is working cases without OA Zidan beside her. Their separation is not the result of either actor leaving the series or the show quietly dismantling its central partnership, but the continuation of the undercover operation hidden inside the dramatic ending of Season 8.
OA is now embedded with Anna Vorpe’s secretive strike team, while Maggie has been partnered with Isaiah Green. Only a small number of people initially know what OA is really doing, turning the first episodes of Season 9 into a story about how long Maggie and OA can remain professionally separated without damaging the bond that made the assignment possible.

Why aren’t Maggie and OA working together?
OA cannot openly work with Maggie because his entire undercover identity depends on Anna believing that he is finished with the FBI. If he simply returned to 26 Fed between assignments or was repeatedly seen working beside Maggie, the operation would collapse.
The groundwork was laid in the Season 8 finale, “Defector,” when OA’s frustration with ADIC Lawrence Green finally boiled over. After OA challenged Green over how a sensitive national security situation was being handled, Green removed him from his position.
Importantly, Green was not secretly acting as part of OA’s undercover plan. Showrunner Mike Weiss later confirmed that Green himself was not initially aware of the operation.
That genuine confrontation made OA’s sudden availability convincing to Anna. When she approached him about joining her off-book team, OA was able to present himself as exactly the kind of experienced and frustrated former agent she might want to recruit.

OA’s firing became the perfect cover
From Anna’s perspective, OA had been rejected by the institution he spent years serving. From OA’s perspective, the situation created an unexpected opening to get inside an organization the FBI had struggled to understand from the outside.
Maggie and Isobel Castille became the two people closest to the secret. OA’s apparent departure therefore had to look convincing not only to Anna but also to many of the people who had worked with him every day.
That explains why Season 9 does not simply reveal the operation to everyone immediately. The fewer people who know the truth, the easier it is to protect OA’s cover and prevent an accidental conversation or reaction from exposing him.
Why does OA have to stay undercover after Episode 1?
OA enters the Season 9 premiere believing he may finally have enough information to bring the assignment to an end. “Rendition” instead reveals that Anna’s operation is protected by a much more complicated national security structure than he expected.
Isobel ultimately tells OA that what he has uncovered is still not enough to dismantle Anna’s team. Their activities have layers of legal and governmental protection, and somebody with significant influence appears to be shielding Anna from consequences.
OA is therefore given a more difficult objective. Instead of merely documenting what Anna’s people are doing, he has to discover who is protecting them and find evidence that can actually break through that protection.
That changes the nature of the assignment. OA is no longer simply waiting for Anna to make an obvious mistake, because he now has to earn enough of her trust to reach information she has deliberately kept hidden.
Why does Maggie have a new partner?
The FBI cannot leave Maggie operating without a partner indefinitely, which is where Isaiah Green enters the season. Isaiah is an experienced agent, but the assignment immediately creates another complication because he is Lawrence Green’s nephew.
Maggie knows that Isaiah’s uncle does not initially possess the full truth about OA. She therefore has to build a genuine working relationship with Isaiah while deciding how much information she can safely share with him.
Season 9 Episode 2 makes that conflict even more explicit. Maggie begins bonding with Isaiah at the same time she is secretly pulled back into OA’s undercover operation, effectively forcing her to maintain two different versions of her professional life.

Maggie and OA are still working together
The premiere makes clear that their official separation has not ended their partnership in every meaningful sense. Maggie remains one of the people OA trusts most, and their private interactions carry the familiarity of two agents who have spent years anticipating each other’s decisions.
That distinction is important to the story Weiss and the writers are telling. The intention was not to suggest that Maggie can easily replace OA, but to physically separate them long enough to demonstrate why their partnership has become so important.
Weiss has explained that the storyline grew partly from conversations with Missy Peregrym about emphasizing how effective Maggie and OA are together. The writers’ solution was to remove the comfort of their usual arrangement and make both characters experience what the job feels like without it.
Will Maggie and OA become partners again?
Yes. The showrunner has already made clear that Maggie and OA will eventually be reunited as partners, so Isaiah’s arrival should not be read as the end of the show’s longest-running field partnership.
What remains deliberately unclear is how easily Maggie and OA can return to normal afterward. Weiss has suggested that OA’s extended time undercover will change him, meaning the eventual reunion will not simply reset the characters to where they were before “Defector.”
The emotional consequences could matter more than the operational ones. OA has spent months maintaining a false identity and working around people whose methods challenge the principles he normally follows, while Maggie has had to continue her life at 26 Fed knowing she cannot simply contact him whenever she needs him.
Their reunion may not restore the old Maggie and OA
FBI could have treated the undercover story as a temporary device and immediately restored its familiar formula once Anna’s operation ends. Instead, Season 9 appears interested in what happens after a person returns from an assignment that required constant deception and isolation.
Weiss has indicated that OA will come back changed and that Maggie will be part of helping him find his footing again. That gives the eventual reunion more weight because getting the partnership back on paper will not necessarily mean rebuilding the same emotional rhythm overnight.
Zeeko Zaki has also teased that Maggie and OA will not always be on the same page this season. For two characters whose strength often comes from how instinctively they understand one another, disagreement may be more revealing than another smooth investigation.
The answer to why Maggie and OA are not partners in Season 9 is therefore temporary but significant. OA is still Maggie’s partner in the larger story, but his undercover mission has forced both of them to discover what their connection looks like when the FBI badge cannot publicly put them on the same side.
