Reacher Season 4 Episode 7 finally explains why a seemingly ordinary photograph has caused so much bloodshed. Vote for Sampson picks up with Reacher and Tamara facing execution, but their escape only opens the door to a much bigger discovery involving Leo Ahlquist, an old operation in Indonesia, and the real reason Lila and Amisha desperately wanted Anna Merrick’s flash drive.
The penultimate episode also brings Congressman John Sampson back into the center of the conspiracy. What initially looks like another attempt to sell a dangerous secret becomes deeply personal when Sampson remembers something he had not previously told Reacher about General Putra.

Springfield Saves Reacher and Tamara
The episode begins exactly where the previous one left Reacher and Tamara: restrained and about to be killed by Ahlquist’s mercenaries. Their rescue comes from an unexpected source when Springfield, Sampson’s security chief, follows the men after seeing Reacher and Tamara being loaded into their vehicle.
Springfield kills the mercenaries and reveals that Sampson identified Leo Ahlquist after checking the photograph against old sources. Reacher has no intention of leaving without answers, so the group returns to Ahlquist and forces him to explain why so many people are willing to kill for a decades-old picture.
Meanwhile, Jacob receives some unexpected help of his own. Docherty takes him away from police custody, but instead of handing him over or killing him, the detective releases him. Docherty has become suspicious of the federal interest surrounding Reacher’s case and believes Tamara has gotten involved in something far bigger than a normal murder investigation.
What Is Really Hidden in Anna’s Photograph?
Ahlquist finally reveals that the photograph contains information connected to a secret program known as Operation Mongoose.
After fears surrounding chemical attacks grew in the 1990s, the CIA secretly backed research intended to study an extremely dangerous chemical weapon and eventually develop countermeasures against it. Ahlquist was a young researcher involved with the project, which operated from a hidden facility in Indonesia.
Sampson and most of the Delta soldiers protecting the operation believed the scientists were conducting medical research. Cahill, however, knew what was really happening. The photograph became dangerous almost by accident.
Sampson was documenting the American mission when General Putra wanted a photograph taken with the soldiers. A whiteboard containing sensitive scientific information happened to be visible in the background. At the time, the writing was too blurry to read, so the image was simply archived along with other government records.
Modern image-processing technology changes everything. What had once been unreadable can now be reconstructed well enough to recover the hidden information, turning an insignificant archival photograph into something enormously valuable. That is why Anna’s stolen flash drive mattered so much.
Why Do Lila and Amisha Want the Formula?
Ahlquist also reveals that Amisha’s connection to Indonesia goes much deeper than Reacher realized.
Amisha once served in Putra’s special forces and was intensely loyal to him. Lila later became her protege. Unlike Ahlquist, whose primary concern is keeping his past hidden, Lila and Amisha see the photograph as an opportunity.
Reacher also realizes that something he noticed earlier was more important than it seemed. Lila carries a bracelet containing rosary pea seeds given to her by her mother. The old program had used material from the same plant in its research, meaning Lila and Amisha already possessed a crucial part of what they needed before obtaining the photograph.
Ahlquist’s revelations also explain Cahill’s strange actions around Anna. When Anna accessed the old records, federal investigators began following her. Cahill learned what she had taken, interfered with the surveillance and followed her to the subway because he wanted the information buried before anyone discovered what Operation Mongoose had done.
Ahlquist has his own reason to keep the secret buried. His successful pesticide business was built partly from research connected to the old project. Exposure would not merely reveal an illegal government operation; it could also destroy the empire he built afterward.
Reacher decides Ahlquist is too dangerous to leave available to Lila and Amisha. Later, Docherty reports that Ahlquist has died in what authorities are calling a car accident. Reacher’s explanation that he “hit a deer” makes it clear that the death was anything but accidental.
What Are Lila and Amisha Planning?
Jacob then discovers the next stage of their plan through Plum’s phone. Before being shot, Plum had contacted people who might know whether Anna’s stolen information appeared for sale. One of those contacts eventually responds with news of a dark-web auction. Lila and Amisha intend to sell what they recovered from the photograph, and potential buyers have been promised a demonstration proving that the weapon works. That forces Reacher, Tamara and Jacob into a race against time.
Their first guess is a large outdoor orchestra event in Philadelphia. Docherty arranges a major police response, but nothing happens. The failed warning damages his trust in the group and leaves Reacher looking for another likely target.
They next consider Philadelphia’s morning traffic, but Sampson realizes the attack may happen much sooner.
Why Does Amisha Target Sampson?
Sampson is attending an outdoor fundraiser connected to his wife’s charity when security problems begin appearing around the venue. A guard has been killed, and Sampson realizes the event itself may be the demonstration site. Then he reveals one final piece of his history with General Putra.
When the United States eventually moved against Putra, Sampson was among the Delta soldiers sent after him. More importantly, Sampson was personally responsible for killing the general. Amisha saw it happen.
That gives her a second reason to choose Sampson’s fundraiser. She can demonstrate the weapon for potential buyers while simultaneously taking revenge on the man who killed the leader she idolized. Reacher and Tamara rush toward Penn’s Landing, but Sampson knows they may not arrive in time.
Who Is the Man Sampson Spots at the Fundraiser?
Reacher remembers an important detail Plum discovered earlier. Lila had arranged for a man to fly into the country from Djibouti. Reacher now believes this mysterious arrival may be connected to the planned demonstration.
Sampson uses his military experience to scan the crowd for someone behaving like a potential bomber. Eventually, he spots a man who matches what he and Reacher are looking for.
At the same time, the episode cuts back to Amisha meeting the mysterious figure and thanking him for his “selflessness,” finally connecting the unexplained Episode 6 scene to the attack unfolding at Sampson’s fundraiser. Sampson tells Reacher that he has found the man and hangs up.
Is Sampson Dead at the End of Reacher Season 4 Episode 7?
Episode 7 does not confirm that Sampson is dead. Sampson moves against Tomas Waberi before Reacher can reach him. He tackles the suspected bomber and the two go into the river, where the device detonates underwater. The episode cuts away without showing Sampson emerging afterward, deliberately leaving his fate unresolved heading into the finale. Current recaps of the episode likewise treat Sampson’s survival as uncertain rather than confirming his death.
There is an important reason not to assume the worst immediately. Sampson’s decision to take Waberi into the water appears to prevent the attack from unfolding among the fundraiser crowd. The underwater detonation may also have limited the wider impact, but that does not tell us whether Sampson himself survived being so close to it.
The episode title, Vote for Sampson, becomes much darker in those final moments. Earlier, Sampson is presented as a politician trying to prove that he can maintain his principles even while fundraising. By the end, his most important decision has nothing to do with winning an election. He risks his own life to stop an attack before Reacher can get there. Episode 8 will have to reveal whether that decision cost him his life.
