Anna Merrick’s flash drive becomes the most fought-over object in Reacher Season 4 long before anyone understands why. When Reacher’s group finally opens it in Episode 5, there is no collection of classified files or obvious government secret waiting for them. Instead, the drive contains a photograph taken decades earlier in Indonesia.
The image shows a younger John Sampson and Nolan Cahill with General Putra and other people connected to the American mission. Yet nothing visible in the foreground appears important enough to explain Anna’s death, the CIA’s involvement, Ahlquist’s mercenaries or Lila and Amisha’s obsession with recovering the drive.
Episode 7 finally reveals that everyone has been looking at the wrong part of the photograph.

Anna’s Photograph Hides a Chemical Weapon Formula
The real secret is in the background. Leo Ahlquist explains that a whiteboard happened to be visible when the photograph was taken. Written on that board was scientific information connected to a secret chemical-weapons project.
The photograph did not initially look dangerous because the whiteboard was out of focus. Whatever was written there became effectively illegible once the image was developed, so the photograph was stored with other official documentation from the Indonesia mission. Decades later, that is no longer enough to keep the information hidden.
Ahlquist explains that newer image-processing technology can reconstruct details that could not previously be read clearly. The blurred information in the background can now be recovered, making a photograph that looked useless in the 1990s extremely dangerous in the present. That is why Lila and Amisha needed Anna’s copy.
What Is Operation Mongoose?
The formula comes from a secret project Ahlquist calls Operation Mongoose. Following growing fears about chemical terrorism in the 1990s, the CIA secretly backed research intended to create an extremely dangerous weapon and then work backward toward countermeasures. Ahlquist was involved as a young researcher.
The operation used a hidden laboratory in Indonesia, while American soldiers were told they were supporting another kind of research mission. Sampson was among those kept in the dark. His commanding officer, Cahill, knew what was really happening and helped conceal it.
That explains an important Season 4 contradiction.
Sampson really was present in Indonesia, but his presence in the photograph does not mean he knew about the illegal weapons research. Cahill did.
How Did the Formula End Up in the Photograph?
General Putra wanted the Americans to take a photograph documenting their cooperation. During the photo, the researchers had failed to properly secure the room, and the whiteboard remained visible behind them. Once the picture was developed, Cahill noticed the problem, but the writing was too blurred to read.
The image therefore entered the official record instead of being treated like exposed classified material. That decision only became dangerous decades later.
When old government records began being digitized, the photograph moved outside the highly secure military archive where it had spent years. Amisha understood that modern technology could now make the blurred information useful.
Getting into a heavily protected military facility would have been nearly impossible. Manipulating someone working with the digitized records was much easier. That person became Anna Merrick.
Why Was Anna Merrick Targeted?
Reacher and Tamara realize that Anna was not chosen randomly. Amisha investigated the people who had access to the old records and looked for someone with a vulnerability that could be exploited. Anna was a single mother with a young son, giving Lila and Amisha a way to pressure her into stealing the material they needed.
Anna therefore ends up trapped between several different groups.
Lila and Amisha want the photograph because of what can now be recovered from it. The government wants the old secret contained. Ahlquist has his own reasons to make sure Operation Mongoose never becomes public. Anna tries to get the evidence out, setting off the chain of events that ultimately brings Reacher into the case.
Why Was Cahill Following Anna?
Cahill’s strange involvement also becomes much clearer in Episode 7. When Anna accessed the old files, government investigators began following her. A call eventually reached Sampson’s office, where Cahill happened to be present.
Unlike Sampson, Cahill immediately understood what Anna might have taken. He interfered with the federal surveillance and then followed Anna himself because he intended to recover the drive before the secret could escape. His pursuit takes him all the way to the subway, where the situation spirals out of control.
Cahill had spent decades helping bury Operation Mongoose. Anna had unknowingly pulled that secret back into the present.
His later suicide is therefore connected not merely to something he did in Indonesia, but to a cover-up he had continued protecting for years.
Why Does Leo Ahlquist Want the Drive Destroyed?
Ahlquist also participated in the old project, but his motive for suppressing the photograph is largely self-preservation.
He later used knowledge derived from the research to build his commercial pesticide business. Ahlquist insists that his modern products are not chemical weapons, but exposing where the underlying research originated could destroy his company and implicate him in the illegal program.
That is why he hires his own mercenaries instead of simply relying on the government to recover Anna’s evidence.
Ahlquist and the CIA may both want the secret buried, but Ahlquist has billions of dollars and his reputation personally tied to keeping it that way.
Why Are Lila’s Rosary Peas Important?
Episode 7 also turns one of Lila’s earlier personal details into a major clue. Lila carries a bracelet containing rosary pea seeds and previously explains that it came from her mother. Ahlquist reveals that the secret research depended on a toxin associated with the same plant. Reacher immediately remembers seeing the bracelet.
Amisha’s history with Putra’s soldiers explains how she could already know the seeds were important even before she had recovered the formula itself. The soldiers had been used to collect them during the old operation.
Once Lila and Amisha gain access to the reconstructed information from the photograph, the bracelet is no longer simply sentimental. It connects directly to what they are trying to recreate.
Why Are Lila and Amisha Selling the Formula?
Their plan goes beyond exposing what the United States did in Indonesia. Jacob receives a message through Plum’s contacts revealing that the information is being offered in a dark-web auction. Potential buyers are being promised a proof-of-concept demonstration before bidding begins. That explains why Lila and Amisha have been assembling equipment and bringing Tomas Waberi into Philadelphia.
The flash drive gives them access to information capable of becoming enormously valuable on the black market. The demonstration is meant to prove that the recovered formula works and drive up the price.
Amisha has another motive as well. Her loyalty to General Putra gives the eventual attack a personal element, particularly after Episode 7 reveals that Sampson was the soldier who killed him.
Why Was There Only One Copy of the Photograph?
Anna’s actions actually make the situation more dangerous. Lila and Amisha force Anna to remove the information after taking it, leaving the flash drive as the only easily accessible copy outside the protected archives. That scarcity increases its value because whoever controls the recovered information can potentially control access to the formula.
By Episode 7, however, recovering the physical flash drive is no longer enough. Lila and Amisha have already extracted what they needed from the photograph and moved toward recreating the weapon. The mystery has therefore changed. At first, Reacher needs to understand what Anna stole. Now he has to stop what her stolen photograph has already unleashed.
